PATIENT RIGHTS
Right to Benefit from Services
All patients who request services from our hospitals have the right to benefit from the available diagnostic, treatment, and rehabilitation facilities at the highest possible level, regardless of their opinions or social characteristics.
Healthcare professionals employed in our institution may not apply diagnostic or treatment procedures that are contrary to medical principles or misleading in nature.
Our patients also have the right to receive free information from our consulting physicians, when necessary, regarding preventive health services (such as maternal and child health, malaria control, tuberculosis control, health education, combating infectious diseases, and environmental health).
Right to Request Determination of Priority Order
In situations where service capacity is limited, priority is determined objectively based on medical criteria. Emergency patients, disabled patients, the elderly, children, pregnant women, forensic cases, and patients in pain have the right to receive priority care.
Right to Respect and Dignity
Our patients have the right to be examined and treated with respect, compassion, and courtesy, while their personal dignity is preserved under all circumstances.
No employee of our hospital has the right to argue with our patients. Any unresolved issue is referred to a higher authority within our hospital and resolved in accordance with our institutional policies and legal regulations.
Right to Privacy
Our patients have the right to refuse to speak with or see persons who are not officially affiliated with the healthcare institution, or who, although affiliated, are not directly involved in their treatment—including visitors.
Patients have the right to be examined and consulted in an environment arranged to ensure both visual and auditory privacy.
In situations where personal safety requires it, patients have the right to request additional protection in exchange for payment.
All information regarding the patient’s health status, diagnosis, possible course of illness, treatment, and personal data is kept confidential. This confidentiality continues even after the patient’s death. The fact of death does not grant the right to violate privacy. Such information may only be disclosed to relevant authorities with the patient’s explicit consent or by court order.
Unless medically necessary, the patient’s private and family life cannot be questioned for purposes of diagnosis, treatment, or care.
If medically permissible, the patient may have a companion present.
Patients also have the right to confidentiality regarding the source of payment for their healthcare expenses.
Right to Know, Choose, and Change Personnel
Our patients have the right to know the identity, profession, and duties of the doctor(s) responsible for their treatment and of other individuals providing care.
Provided that legal procedures are followed, the patient has the right to freely choose the healthcare personnel who will provide medical services, to change their attending physician, and to request consultation with other doctors.
When these rights are exercised, any fee differences determined by law shall be paid by the patient.
Right to Information
Provided it does not negatively affect their health, patients have the right—personally or through their legal guardians—to obtain complete verbal or written information from the doctor responsible for coordinating their treatment regarding the possible or confirmed diagnosis, medical procedures to be applied, their benefits, potential risks, alternative treatment options, and the possible consequences of refusing treatment.
Patients also have the right to access legally permissible medical records (such as the list of drugs and consumables paid for by the patient, laboratory test results, radiology films, and prescriptions for medications or materials purchased externally—except for originals of judicial case records) and to receive a written summary of their file.
If the patient does not understand the official language, medical information shall be provided through an interpreter when available.
Except where required by law, the patient may request that no information about their health condition be given to themselves, their family, or their relatives.
Right to Communication
If available and at their own expense, a patient who does not understand the official language has the right to request an interpreter for communication purposes.
Right to Give Informed Consent
Except in cases of medical or legal necessity, the patient has the right to approve or refuse decisions concerning their treatment after being thoroughly informed about the success rate, possible risks, and potential recovery issues related to the tests and treatments to be performed.
Except in emergency situations that threaten the patient’s life or vital organs, the patient may withdraw consent. Withdrawal of consent means refusal of treatment. In such cases, the patient is required to sign a “Test and Treatment Refusal Form.” Withdrawal of consent after intervention has begun depends on the absence of medical risk.
If the approval of the patient’s legal representative is required and the proposed intervention is urgent, the medical procedure shall be performed if the representative’s consent cannot be obtained in time.
Right to Consultation
The patient or their first-degree relatives have the right to request consultation with another specialist, provided they agree to pay any additional fees.
However, any treatment recommended as a result of the consultation shall be carried out by the personnel of the healthcare institution only if agreement is reached with the patient’s responsible physician.
Right to Refuse the Planned Treatment
Except in cases required by law, and with the responsibility for any possible adverse outcomes belonging to the patient, the patient has the right to refuse or request the discontinuation of the treatment planned or being administered.
In such cases, the potential consequences of not undergoing the treatment must be explained to the patient, the patient’s legal representative, or their relatives, and a written document indicating this explanation must be obtained.
If the patient refuses the treatment in writing, their relationship with our hospital is terminated. Should the same patient reapply after previously refusing treatment, they retain the right to receive necessary medical care and treatment. This prior refusal cannot be used against the patient upon their reapplication to the healthcare institution.
Right to Know the Costs of Examinations and Treatments
The patient has the right to request and receive a clear and detailed invoice for the services provided by the healthcare institution.
Right to Receive Social and Psychological Support
Within the framework of hospital regulations and as long as it does not interfere with diagnostic or treatment procedures, patients have the right to wear their personal clothing, engage in practices and/or use symbols related to their beliefs, receive social and psychological support, have an attendant with the physician’s permission, and accept visitors.
Right to Be Informed About Institutional Rules and Practices
The patient has the right to be informed about the current hospital rules and practices.
Patients also have the right to request corrections to inaccurate data in their medical records, such as false information regarding illness, treatment procedures, or billing details.
Right to File Complaints and Appeals
Patients have the right to file complaints, to have those complaints considered and evaluated, and to be informed about the outcome.
Without prejudice to their right to appeal to relevant professional bodies and judicial authorities under Law No. 6023, patients may first report their complaints regarding patient rights to the hospital’s medical or administrative authority.
If a solution cannot be provided by the relevant administrative officials, or if the patient does not accept the proposed resolution, the patient has the right to submit their complaint to the highest local administrative authority in the area where the healthcare institution is located.
Right to Benefit from Religious Services
Within the framework of hospital rules, patients have the right to benefit from religious services.
Upon request by the patient or their relatives, patients have the right to be visited by a religious official in accordance with their faith.
Right to Safety
Everyone has the right to expect and demand safety within healthcare institutions.
All healthcare facilities are obliged to take necessary measures to ensure and protect the life and property safety of patients and visitors.
Right to Respect for Human Dignity and Visitation
The patient has the right to receive healthcare services in an environment and manner that respects their personal dignity.
All personnel involved in healthcare services must treat patients, their relatives, and visitors with kindness, courtesy, compassion, and in accordance with the relevant legislation and regulations.
Healthcare institutions must ensure all hygienic conditions and create a quiet environment that upholds human dignity.
Patient visits should be conducted in accordance with the procedures established by the institution, in a way that does not disturb the peace and comfort of other patients.
Right to Medical Care and Diligence
Healthcare personnel must exercise the medical diligence required by the patient’s condition. Even if it is not possible to save the patient’s life or preserve their health, efforts must be made to reduce or relieve their suffering.
Right to Have an Attendant
Depending on the hospital’s capabilities and the patient’s medical condition, and subject to the approval of the attending physician, the patient may request the presence of an attendant during examination and treatment.
The conditions, timing, and measures regarding this right are determined and regulated by our hospital in accordance with established rules.
PATIENT RESPONSIBILITIES
Responsibility to Provide Information
Patients are required to provide accurate and complete information regarding their current complaints, past illnesses, previous hospitalizations, treatments received, medications used, and all matters related to their health.
Patients must inform their physician of any changes or unexpected developments in their condition during and after treatment.
Patients should also indicate whether they have correctly understood what is expected of them concerning the medical procedures to be performed.
Responsibility to Follow Recommendations
Patients are obliged to comply with the treatment plan recommended by their attending physician and to accept that nurses and other healthcare staff will implement the care plan in accordance with the physician’s instructions.
Responsibility When Refusing Planned Treatment
If the patient refuses the planned treatment or fails to comply with the physician’s instructions, they are personally responsible for any consequences that may arise from such refusal or non-compliance.
Responsibility to Pay Examination and Treatment Costs
Patients must inform the hospital, at the time of admission, how and by which institution their healthcare expenses will be covered.
Patients are responsible for paying any fees associated with diagnostic and treatment procedures within the timeframe determined by the hospital.
Responsibility to Comply with Hospital Rules and Practices
Patients are required to adhere to the rules and practices established by our institution. These rules (such as visitation, accompaniment, etc.) are communicated to the patient by healthcare personnel following admission.
Responsibility to Show Respect
Patients are obliged to respect the rights of other patients and healthcare personnel. In situations that may endanger patients—such as excessive noise, smoking, or a large number of visitors—patients must comply with the measures taken by hospital management.
Responsibility to Report Communicable Diseases
Patients diagnosed with or suspected of having a communicable disease must not request discharge unless authorized by the responsible physician with written approval indicating that discharge poses no risk.
Responsibility to Avoid Inappropriate Requests
Patients must not request the administration or prescription of any medication or treatment that has not been deemed appropriate by the authorized physician or included in the treatment plan.
Responsibility to Follow Visitation Rules
Patients are responsible for accepting visitors in accordance with the rules established by our hospital.
Patients must ensure that visitors do not bring food or beverages, that the number of visitors is limited, that visiting times are kept short, and that visitors do not use personal belongings of the patient or others.
Responsibility for Compensation
Patients are required to compensate for any damage or loss caused to the hospital’s equipment or supplies as a result of misuse or deliberate action.
